There is no visa-on-arrival for Indian passport holders. Türkiye's Ministry of Foreign Affairs requires ordinary, service and special passport holders from India to secure a visa before they fly, and the road you take turns on the travel documents you already hold.
The online e-Visa at evisa.gov.tr is a narrow door. It opens only for Indian ordinary, service or special passport holders who ALSO hold a valid Schengen, USA, UK or Ireland visa or residence permit. That e-Visa is single entry, valid within a 180-day window, and permits a stay of up to 30 days. No qualifying document? Then you apply for a sticker (consulate) visa, which in India is processed by Gateway International, the Türkiye visa application centre.
